To fix this error you should clear your temporary internet files, and if the problem persists you should contact the administrator of the website.

Steps to clear temporary internet files in Internet Explorer
Step 1. Go to Tools -> Internet Options…
Step 2. In General Tab you have the Temporary Internet files section
Step 3. Click on Delete Files… button
Step 4. Check on “Delete all offline content” and click OK
